South Philadelphia streets and sidewalks
South Philadelphia runs from South Street to where the Delaware and Schuylkill meet, and is mostly rowhouses. In many blocks a short run of concrete or stone steps leads straight from the sidewalk to the front door. The Girard Estate Historic District, designated in 1999, is an exception, with twins and singles set back from the street.

What to know before you fix it
When the steps and the sidewalk in front of them both need work, doing them as one job usually costs less than two separate visits. Front steps on the house side aren’t right-of-way work, but the sidewalk is: it needs a Curb and Footway Permit pulled by a licensed curb setter. The City’s RRR loan lists both “sidewalk and driveway” work and “outside stair repair” as eligible. Front steps repair.
The rules are the same citywide
In every Philadelphia neighborhood, the property owner is responsible for the sidewalk and curb. Work in the right-of-way needs a Curb and Footway Permit pulled by a contractor with a Curb Setter License. If an owner ignores a Streets Department notice, the City can do the work and bill them.
